When I first logged in this morning, I think I might of had the catch soft ban since it took 6 ultra balls to catch a 300 cp mon. After I logged out of that account I tried my lvl 29 , which had the failed to load game data. Realizing I got banned, I tried to go back on my other account I tried logging in both regularly and with a VPN, but I get a server error. Tried creating a new account via google and I still get a server error. Do yall think this might be a ban based on the device??

I understand your thinking but I'm not sure that has anything to do with it. I had my pokedex completed in my main account but others I still have (and they're fine btw) botted, they have tauros and farfetch'd and I'm from Europe so... You know? Everything is fine with those accounts...

Have people actually received account closure notices/emails? Why would we not receive them if this is a true perm ban? Unless this is a symptom of accounts that were flagged for investigation, and the email/notice is not sent until the investigation is completed?

Exactly. You could just be flagged for review. Temporary ban. If they see anything that they don't like then BAM you're gone otherwise they release you into the wild.

No one has received any such emails about a permanent closure of their account. The only ones that have surfaced that is not a phony email is the automated message when you put in a request to appeal your ban. It's an automated message. Nothing else. If you have found something else, please provide your source and reasoning why it real and not the dozens of phony emails we have seen in the past 17 hours.
There are many news articles from several outlets that are already calling this permanent bans, but as I have said before, NO ONE KNOWS. Niantic themselves has not released an official statement regarding these issues.
Let the time ride and we will find out.
Edit: please, if you are having the 'cannot retrieve game data" message DO NOT, I REPEAT, DO NOT put in an appeal. We don't know what it is. Why would you red flag yourself like that? Wait it out.

I think the # of pokemons that you got in Pokedex will affect it
My main got 145 and got ban while others didnt

you're the first one that i have seen to report a multi day "ban" due to that message. the majority of the issues with the above message have not surpassed 24 hours.
