Paypal Verify [Help!!!]

I want to start scamming but I don't have a Verified Paypal. I have scammed $15 on MD to buy a VCC but I cannot buy because US sending limit is $0 when you first start out. I even tried a Canadian account but the flaw there is they immediately get limited if even a dollar is sent. Can someone either buy a VCC for me or help me with this problem.

Try using a different IP on your Canadian PayPal Account. Just a proxy or using Tor should allow you to use a different one, preferably from Canada. They are pretty strict with the non-us PayPal's since they can send money without verification so if they see your IP on a few different PayPal's they just lock them.
