They didnt.

The Tempest Keep was created by the Naaru, and given to the Draenei.

Also, the Tempest Keep is not technically technological. You know how if you brought a dude from the Middle ages here, our cars would seem like magic? Technology so advanced it looks like magic.

To us, the Tempest Keep is Magic so advanced it looks like technology.

A friend and my guild argued about who is stronger, Malfurion Stormrage or Illidan Stormrage....surely the brothers have both gained and lost a huge amount of power over the history of Wacraft...but who is stronger now. TY

ok heres a question what are warlocks truly i know they study dark magic but what are they

I know some stuff about orc warlocks... Most of them began as shamans but when Nhar'zhul (spl?) turned the horde against the dreanei, the spirits would not support the shamans anymore. Most of them lost all contact with the spirits and the elements and were useless. Guldan had been taking lessons from Kil'jadean (spl?) on the dark arts and summoning Demons. Guldan then taught this to the other Orcs who were mostly delighted in seeing the power these 'Warlocks' had. The Frostwolf clan was not in support of the warlocks because of the pain and torturing that they delighted in... The Orcs were a peacful race before they became curropted and if something needed to be killed, it was done swift and painlessly as possible, not slowly brought down through pain and agony.

Thats a very vague and not complete history behind them but I hope it covers even a little of what you were looking for.
