I had the same problem which I mentioned in the post above yours, just make a ticket and they will fix it

lol, I put 'card payment problem' and I used the live chat the wait time was 10-15 mins

They didn't ask why I had made a Russian account from a Russian IP and logged in from a European IP thousands of miles from Russia. I was asked if I use VPNs regularly to which I simply replied 'yes' and apart from confirming my name and payment information that was it

By the way, is it against Blizzard policy for non-Russians to open Russian accounts and pay in Roubles? Its not against the rules to do the same for US accounts and pay in dollars

Edit: if anyone is really worried you can probably say you have a Russian girlfriend and you're going to move to Russia so you have made a Russian account. They're not going to chase after you months later asking why you haven't logged in from a Russian IP yet and even if they did you can say it turned out your online girlfriend was actually a fraudster (!)

I talked to a GM via Life Chat, because they couldn't process my payment (via Mastercard)
and my boosted accouns got downgraded after 2 hours.
The GM said if you have a russian version but your payment comes from outside russia
(My address on the mastercard is from germany) blizzardstore will automatically decline it.

So if you want to use the blizzstore-method you'll need to pay with an WebMoney-Account
