is it possible to add fund to battle.net balance without using vpn. because while vpn is inactive I see ruble as currency. if it is possible, im planning to add fund without vpn, then activate vpn and buy the game with balance. thus my credit card informations will be safe. anyone tried before?

After a few hours I got an email saying my payment was rejected and my boosted character was locked. It was easy to fix, I made a ticket from the EU site and the rep asked some questions which I answered (truthfully). They told me Blizzard does not recommend using VPN while playing/paying but they removed whatever security procedure there is so I should no longer have problems paying. So I paid up 999 Roubles a second time and the first payment should be returned to me

Purchased it for 14Euro last night, this morning I get the message that my character is locked and I'm on starter edition.
This is the message I have on my email:
"We were unable to process the purchase of your presale copy of Warlords of Draenor.
As a result, the prepurchased game has been removed from your Battle.net account, downgrading your World of Warcraft license. If you have already used your Character Boost, that character has been locked. If the Character Boost was not used, it has been removed from your account.
Please check with your financial institution to ensure that all billing information provided for the method of payment is accurate. If confirmed, please contact customer support (https://battle.net/support/help/) for assistance with processing this transaction."

What billing address should you put in when you pay for the games, when using the second method? Because I'm not from russia obviously...
In terms of when you enter billing information for your credit card... you have to enter country / city / street / etc...

I had the same problem which I mentioned in the post above yours, just make a ticket and they will fix it
PlumberByron its working for me with no problems. I'll probably make a couple more RU accounts in a week when I will have time to use them.
