I've noticed a lot of inforamation in this thread to be innaccurate.
I'm an ex-PayPal employee (Omaha), and two years ago, you may have spoken with me over the phone regarding chargebacks and similar issues, and PayPals policies have hardly changed since then.
First PayPal does NOT offer any type of protection for any type of intangable item. (IE: Consulting) - I don't know how many times I've said this over the phone. It does NOT matter if you are verified or not.
Using a Verified Account for this type of scam is stupid. PayPal has all of your information, they even have every IP logged into your profile from every different IP you have logged into your PayPal account. Even those Proxies people use are sometimes inneffective at hiding your actual IP.
(Logging into paypal.ca from an ISP from Dallas, TX... kinda fishy, and will be systematically flagged)
Secondly, I think some of you may not understand that PayPal is a BUYERS service, not a SELLERS service. I know, it may not seem that way since there's so many features that enable sellers to sell easily, but to PayPal... a seller isn't nearly as important as a buyer. Especially a buyer who is using a real credit card to make purchases (Visa, Mastercard, etc) but PayPal can not disput anything a credit card company says.
Credit Card/Bank > PayPal > Buyer > Seller. You being the seller, is the lowest rank in order.
The "Chinese Scammers" aren't using stolen PayPal accounts to do chargebacks, they are either calling up PayPal and saying theirs was stolen, or that they thought they were going to be getting the actual WoW game, not some virtual account, and because you aren't selling a real item, Mr. Chinaman gets his money back. If you went through the steps of actually sending them the game by mail, all they will have to do is call up their CC Company and say "My card was stolen" - then Visa/Mastercard will automatically reverse the funds, and any money sent to PayPal from a claimed stolen CC sticks out like a sore-thumb to the CC companies. PayPal HATES chargebacks from CC companies because they lose money.
Whoever said "Oh, you can do as many disputes as you want" - This is not true. A sellers customers work as a ratio, If you sell 100 items to 100 buyers and there is one dispute 100:1 - then the account wont be flagged. If you sell 10 items to 10 buyers and you get 3 unauthorized chargebacks, you will be flagged, and the account will be reviewed/investigated by an actual person (which was sometimes my job) and we make a decision. PayPal isn't stupid, and not all of it is controlled by some huge computer. I could open up an account and see what you are selling, if I see a bunch of "WoW Account, Service, Unverified to Unverified Transactions" - then your account will be flagged, next transaction could get your instantly limited and PayPal can/will freeze your money. You may get it back in 180 days, or you may not.
Verified accounts really do not have any notarity, PayPal just likes to have your information incase it needs it to track you down for collections.
Since I'm going to assume a lot of you are young, don't **** yourselves over trying to scam $200.
That would make sense, if someone has a negative Paypal balance and their legit information is in it they do not track the person down. From what i was told all PayPal can do is say, "sorry". They can not access their credit cards or bank account to get funds that the person owes you, i.e. they don't give a shit. Half the people I talk to when I call sound like they are either on crack or give me false information.
That is not true - I have/had several PayPal accounts and have had it where my balance was -neg, they have repeatedly tried to charge my Virtual Checking Accouont.

Okay so I scammed $400. They threatened to call the police and Paypal. I used Tor , a IP hider, through the whole process can they still find me though?
