Still working on US. Took 9 Swaps. (Tip just look on your map to see if you have millhouse manastorm quest icon instead of running in and up every time)

to save on time you can use a macro:
/target Millhouse

from where you table is and keep swapping, you can only target on left side from inside the keep, but saves a lot of walking and time, let me put it this way you can swap around 10-20 times in the space of the time it would take for you to swap once and go all the way to the inn, you can just keep the construction overview open and keep switching while spamming macro, at some point macro will target him and thats your queue to run
