so do the DMF trinks, and they require valor to upgrade... as well as the crafted epics from blacksmithing, leatherworking, etc.

those are crafted and not drops from dungeons/scenarios so it makes sense for the to require valor.
i didnt know this but i bet blizzard did it that way just out of fairness.

If you mean Greyshadow Chestguard, it doesn't.

However... it seems Dory's Pageantry IS affected by this.
