This is actually a very old bug, the person being attacked has to be neutral or less with gaurds faction for them to attack.

However someone said they tested this at Orgrimmar and I don't think it's possible to be Neutral with a capital city.

just tested (and no - i'm not neutral with thrallmar like trevorm said) and it worked fine

and you don't have to be neutral for guards to attack you - for example - even if u're exalted with booty bay if u attack some1 of other faction in booty bay u still aggro guards

Undead start neutral with Orgrimmar, I tested it when 3.01 came out and It should still work now.

I have a video somewhere of an unsuspecting level 13 undead getting zerged by gaurds at the crossroads.

Just had a guildie help me get into scholo (No key on DKs FTW!), and got this trinket on him, totally worth it +Rep. Got my friends back for killing me with hysteria long ago :P
