If Google can proof it was you making the buy, yes but I don't think they will bother or care all that much... they wouldn't setup an auto refund system if they did!

And Niantic will need to spend a lot of money to fight the refunds so they most likely don't think it's worth it.

2. google will not try to prove that 1000000 people are trying to cheat them
