Niantic is a small company roughly 50 employees give or take. No one is getting a response from their ticket support. That's why if someone is banned with a legitimate account that they spent money on, it is virtually impossible to rectify the situation through Niantic since they have no customer support and the only thing you can do is request a refund or do a direct chargeback

They pretty much said that in the article by this sentence "Freeing those resources allowed us to proceed with the Latin America launch". So yeah. Not sure if they're 'trying to allow worthy players enjoy the PoGo experience' or releasing the game in every region so no one gets left behind & they have bigger numbers to show, and of course what you said.
If all they want is a fair experience for everyone, don't surround 70% (probably more) of the playerbase with 2 Pokestops and Rats/Birds/Bugs while the lucky ones have hundreds of stops around them with 60+ different Pokemon to catch. This is ruining the game at the moment, it was fun to go out during the first few weeks into the game, but the endless "go outside, drive to a 20min distance and participate in the grind fest" logic screws the experience. We have lives too.

Permanent ban =/= deletion of account. So they may well have banned you permanently and kept your account in the servers.

Running a experiment to see if there is a ban for number of reports.
I got a legit account that never went to a gym and I never shared its name with anybody, so it is a clean account to test that.
Lets see if staying away from gyms to avoid reports really works.

Does this image belong to you? The "for" at the end of the sentence seems fishy.
Anyways, if this is real, ask which part you've violated because you don't remember doing so or something. There are shitloads of stuff in the ToS

this will be the most fun for me when they release trading. I will have 2 accs. one legit and one to snipe pokemon. Get that dragonite 3k cp, trade it real quick to a legit acc, and profit from there. Say what niantic? It came from a botted account? I don't care I don't cheat, never did and never will. It's on you if you don't ban the players that bot.
