I am a little confused by the original post. Will this tool require an update for 3.17 or will it be good to use exactly when the league starts?

There's no guarantee it will work exactly at league launch, but I believe the last 2 leagues, we were good to go at launch.

Update game prior to league launch (usually a few hours before league launch) -> Make a Standard character->Once you enter Act-1 town, quickly check OC for a post by GameHelper on this thread -> if yes -> download from first post -> if not -> use your backup plan.

I'll tell some solutions if there is no gamehelper available at very early leaguestart.

It doesn't use offsets for those (it uses pixel detection afaik), but you have to configure the stuff manually beforehand.
If you want to have a clear minimap you can edit one variable in GGPK with LibGGPK2, and it will remove the fog completely. I can't vouch for security of editing gamefiles, but MTX changers apparently aren't getting banned, so maybe this isn't too bad as well. No radar though, that 100% needs in game offsets.
