Reaper of Souls system requirements+price

You can find my config below( Yeah, a bit old, bought my PC like 8 years ago.)
Could you tell me am I able to run d3 reaper of souls atleast on low settings?

Geforce 6600
Amd athlon 1 core 1800+ mhz
1.5 gb ram

and whats the price of the basic d3+ reaper of souls ?

i dont think i have 4 gb windows 8 and runs kinda slower then id like Tbh
