New accounts necessary?

Sorry about this if it's already been posted, I have the feeling it has anyway or I missed some FAQ somewhere and I'll wind up looking like a stupid noobie. I have two level 70s and I want to play other classes but I really don't feel like leveling. I've been lurking here for awhile and made an account to ask this.

Is it possible to scam accounts/characters without having to buy WoW, TBC, and a character transfer? Would there be some way to change info on an account so they can't recover it? It's not that I wouldn't pay for a new account and transfer but I just don't have the cash at the moment.
