If I was to edit someone's armor, is the only way to do that to use their itemcache or is there some way to pack it into a .MPQ file?

You could swap the .m2s of the items like any other model swap. It just takes a bit more time because you have to locate the models and the .blps in the data files. Glitchy's model finder will help though.

It changes the Arcanite Reaper into a Bloodmoon. It might be a good example file if you need it.

It would be better to do via item cache editing. Why? For example, chest, legs, boots and gloves etc don'tg ot models. So if you are going to swap them with other treepaths then it's a hassle, because for example, a chest consist of 2/3 blps, and gloves consist of 2/3 also and legs 3/4 etc.
But yes it's possible to swap armor.M2 with another armor.M2
Just swap the X.m2 with Y.m2 and swap X.blp with Y.blp
Luckily wow M2 armor files always got 1 M2 and 1 BlP, altho on 1 M2 you got the option between 2-4 different textures, but it's not a problem as long as you got the right treepath. For example, the warlock T6 head is 1 m2. But there are 3 .BLP files for it.

I would need to swap both the BLP and the M2 to make it work correct? Just to be sure I have it down pat.

Yes, as a general rule of thumb you will have to swap both the .m2s and the .blps. I have found some items that do not require you to swap the .blps (can't really list them off the top of my head), but there are not too many.
