Before patch 6.1, I solo'd this guy all the time, without the gnomish gearworks and around 620-625 Ilvl.
10% meta gem head, 10% cloak, AB boots with speed, Aspect with glyph = 178% movement speed which is all you need to kite him in circles
(Not sure if movement speed stacks the same as pre-6.1)
