[Tech Help] Constant Delay on Spell Cast/Action

I have been in tickets with Blizzard for over a month but by the end Blizzard was recommending third party shady ass programs and they even tried to tell me that maybe the delay was between my finger and brain and I wasn't actually clicking the button as fast as I thought I was.. So I am pretty sure they are done helping me. I also tried posting to the official forums and reddit with no success so I am hoping someone here will be a bit more knowledgeable.

Basically I have a pretty considerable delay on each spell I cast even though I sit at 40ms world/home. I have a minimum of a consistent .2 second delay on casts and sometimes this can grow to a consistent .6 second delay on casts and when it peaks at its worst it can even get to a whole second delay on a cast once in a while. I see the spell light up as soon as I click it but then it just doesn't start casting right away. I also have cast bar add-ons that tell me the cast is delayed. Sometimes in raids my ping can get to 150ms (but it gets this high for everyone in the group) but it seems my delay is always another 200ms on top of what the latency menu displays.

During this month long ticket and the multiple forum posts I feel I have exhausted every route and I am pretty close to buying a new PC but I live in Canada so I'd be paying an extra $300-$400 for a decent build since our dollar is crap. Some of the things I have attempted, although I have done so many I can't even remember them all, are:

• Made sure all drivers were up to date

• Ran WoW Repair, then Deleting WTF, Cache, and Interface folder, and finally also uninstalled and fresh installed WoW

• Ran virus scan, malware scan, adware scan, CCleaner, defrag, and manually cleaned and removed 300 GB.

• Played with no Add-ons and graphics turned to low

• Turn off all starting programs and services

• Called ISP and doubled my internet speeds

• Turned off XBOX game DVR recording, cortana, and Windows Automatic Updates in Windows 10

• Used add-on AutoLagTolerance Blizzard suggested (Honestly can't tell if it does anything at all)

The relevant hardware specs are:
CPU: Intel(R) Core(TM) i7-2600 CPU @ 3.40GHz (8 CPUs), ~3.4GHz
GPU: AMD Radeon R9 200 Series
RAM: 8gb

spell cast on keydown might be turned off

I noticed that WoW doesn't have that option in game anymore so I used Bartender to be able to turn that on a while ago. Also I spam press my keys so even if that was turned off I don't think that would account for the considerable delay.

Hey guys, I was out of town for a few days on an emergency so I wasn't able to reply but would love to continue getting help if I can. As for the questions, I am currently working on a video. My issue is pretty straight forward but I realize it would be easier if you can see it. I'll just make one of me attacking the dummies in SW or something.

Right at the start you can see I am at 40ms which is great. I kept all add-ons as well as background programs to a minimum, closing more than I generally play with in the first place.

Is much more noticeable if watching the appropriate buttons on hotbars as you can see the skill light up but there is delay to cast. As well as the delay show in the form of the red bar on the castbar. Also generally when you cast each different spell, the cast bar fluidly changes from one spell to the next. Sometimes in between casts when the delay is bad you can tell the castbar doesn't show up right away and visually it almost seems like its clunky or as if there was a frame drop.

It's also odd because it seems some casts go off without delay while others have as high as a 0.6 second delay.

Right around the 1:55 mark lag is extremely noticeable because I got the Shadow Word: Death cast off (bottom hotbar, 4th from left), then after a bit of delay the spell goes on cooldown yet I still die from STM.

This delay is EXTREMELY detrimental to my DPS as when I get into his stacks of VoidForm my casts become 0.5 seconds so a delay of 0.6 seconds literally kills me.

Its your rotation man , you are using too much mind flay at high stacks that ends up losing your main insanity generators gcds. Its not lagging. I had the same problem.
At high stacks you should really go like this : Bolt MB MF1/2 , bolt MB bolt swd bolt mb and goes on).
Just try with less MF as filler and come back

And incase you feel that you cant save yourself in next gcd you should always have 1 SWD up ( if your disperse is out of cooldown. Also , even tho when you are in disperse you no longer generate stacks , its still some " time buyer " for your next SWD refill)
With so much haste we reach to a point that we only spam Bolt MB - Bolt MB and goes on

Okay thanks for the input. I'm raiding for the next 3 hours so I will give that a try. It's just weird because I had no problem getting to third Void Torrent at 10k haste and now all of a sudden I can barely make it 30 seconds past my second Void Torrent even after going up to 11k haste. I don't know if I just got a lot worse as a player or if this delay got even worse. Assuming the issue may be hardware, maybe something is just crapping out faster than I had hoped.

Also I swear just now when practicing I pressed SWD at 40 insanity and it just went on CD again but didn't go off just like shown in the orignal video at around the 1:55 mark.

If this persists maybe I will upload another video or something, but thanks a lot for the input

Another tip here : Getting above 10k haste ( like 11 as you mentioned ) deminishes at higher stacks , thats why you cant reach 3rd void torrent. If you have 10k without food buff you should consider getting crit food.

Also in your video you forgot to apply VT for the first minute which is crucial ( considering that you have the glyph that VT`s crit has 60% chance to create shadowy apparation ,counting stm its 8 insanity regen. This one , is one of the Best In Slot glyph). You should always go for void volt and then mind blast. If your dots fall off a target you just reapply ( your actual fillers instead of mind flay untill void bolt or mind blast come up again ). And a more advanced tip here at 50-60 stacks ONLY you can do Mind blast > void bolt into disperse ( after 60 stacks ) into MB VB into artifact weapon into a smoother transition to SWD phase and then rotation goes normal. But first try to fix your lag problem and then try this one

Also to check what i am saying in previus post and see if its indeed your rotation , practise like this , watch only your spell bars ( no dmg meter , no stacks ) and try while you performing your rotation to see where you could have gotten a Mind blast off or a void bolt instead mind flay while you keep ramping up. This will absolutely change your rotation , especially on higher stacks and your performance eventually.

The hardest part is to master it in raiding where an encounter has more than average movement.

Tip no2 here : Do not panic

Creating an insanity weak aura bar will also help you and it also reports the time you managed to sustain stm.
