New Valor token usable by players under lvl 90

Nothing ground breaking, minimal .. if any real use.. however as title says you can purchase and use the new valor tokens on low level characters.

Seeing as Isle is a popular place to boost, alts may have a small stash of coins already. Additionally you can do the daily pet battle for 500 coins, and in my case to test this I farmed up 3k by camping my lvl 36 under dread ship and logged in each time I saw the zone emote for an easy +1k coins.

Perhaps get a bit of valor before the week you ding 90, or as a previous Sub 90 valor thread from Isle of Thunder mentioned, upgrading lvl 85 epic weapons for twinks
