Need Help Unblurring.

if you mean like someone blurred a image to hide info, then I doubt you can because its a saved file.

the blurring is done very poorly...and i can make out some of the letters without even sharpening it.

I can do this although depends what they used to do it. All you is break down the image layers but if its saved as a low quality image it will be harder.
Proof this can be done can be found by searching "Mr Swirl" in google images lol i.e he was a sex offender and got busted

Pretty sure the pixels would be distorted forever. Increasing the contrast and making the edges finer with photoshop could help tho.
