@Mado, thanks for confirming! I had a suspicion when I saw your cube that it was the same object. Wicked stuff!
@Reyav, I'm sure it has something to do with the phased nature of the building when it is non-instanced. In fact, I'd be willing to bet that you'd find this same cube under the non-instanced version, and I bet the Rank and Pos (position?) numbers change with the phase.

I have no idea how garrison works, but i'm pretty sure this is related to the garrisons.
In leveldesignland you had a lot of boxes like this for horde and alliance. One for each building in fact.
So rank = garrison level or building level, and position = the spawning spot for that building I guess.

The garrison buildings are all phased maps that can occupy specific positions on a main map. Everbloom was built on early gorgrond terrain, so it's not all too surprising to see these placeholders still hanging around out there. As Nyarly has explained above, rank = garrison building level, and position = spawning spot for the building.

Rank 2 most likely refers to the building tier, and the POS is probablly just position node.
So in this case:
Medium Sized Building
Node 5 (if you've ever built a Garrison building theres only certain positions you can use)

You guys keep talking about the Garrisons... and I know there's teired buildings in the Garrison that use these POS blocks (as Nyarly showed above)...
But isn't there also phased/teired buildings out in the uninstanced wild, that you build up independently of the Garrisons?
Isn't this one in Everbloom a copy of one of those buildings?

Probably... It will be interesting to explore under the world of draenor with flying mount and see if there is some of these cubes in specific questing phase change
For example, you know the secret white room under the map inside Karabor temple ? In only a specific questing phase here, there is a lots of pink cubes under the map and there are harbor objects in the sky

The quest-based buildings that you get to choose in gorgrond, talador, etc. are still considered garrison buildings - they're instanced the same way as the player garrison buildings. IIRC, there's a few ranks for each one, too, but only a single possible position. The building in the everbloom dungeon is likely from the older player garrisons that existed in gorgrond prior to it being removed. Evidence of this can be found in the leveldesignland map.
