Balance druid 75% faster healing touch cast.

Long time lurker, first time poster.

There is currently a bug with guardian druid's pvp talent "Hibernating Growth" applying to moonkin spec that makes your 1 cast of healing touch become 75% faster after staying in bear form for more than 10 seconds. If you worldpvp as a guardian druid, dont use the proc and switch to balance druid spec and you have yourself a 75% faster healing touch cast at all times. The proc stays until you die and can be pretty useful in mythic+, raids and battlegrounds. I haven't tried it out yet in an arena but don't see why it shouldn't work as it works in battlegrounds.

Enjoy abusing it until it gets fixed.
