It is a plausible theory, but it isn't borne out in practice over a statistically significant sample size covering several years worth of exploits. There is no correlation between posting in elite and hotfixes.
Obviously, it would be trivial for Blizzard to set up and monitor an elite account. But they don't, for whatever reason.

I'm sure Blizz has paid account there. The reason why public exploit gets fixed faster is the degree of spread. Public = exploit spreads more, therefore it will do a lot of damage, compared to same exploit used only by less people, although number of people having access to the elite section is not small one.
It's just a question of priority. They got a lot of things to do, not just fixing exploits. If it's not too game breaking exploit, and it's not widespread, then it's priority to be fixed will be lower than other things.
I'm not saying your argument isn't plausible. I thought much the same. I revised my opinion because the data doesn't bear it out.
Solve by experiment: Post exploit on elite. Observe duration before fix. Post exploit on elite. Observe duration.before fix. Compare and calculate probability of any difference being random.
