To be able to give negative rep, you must either be a mod(green/blue), admin(red), or legendary(pink). If you're really aiming for it, your easiest option is legendary, so you're only 571 rep to go! At your current pace of ~30 rep every 3 years, it would only take you a mere 60 years to get there.
