This is an exploit. Seriously, what does it take to make you understand this? Exploits - Advantages due to design flaws.
Advantage: Pull one mob instead of many
Flaw: Agro is reset at same time, but mobs not pullable again at same time.
Doesn't get much more exploity than this.

Why have they fixed it for Lucifron? Because it's a boss encounter, so it was important to fix it. Why not for this? Because they either don't know, or don't see it getting abused enough to care.
Then if they just don't want to fix it they are lazy. But IMO if they considered it an exploit, they would have done something about it in 2 expansion packs.

This isn't anything which costs them dearly in money, as it doesn't cost dearly in /played time. Stuff that makes it WAY easier they care about because it makes folk play less, or others stop altogether (pvp ones in particular). That costs them money, so they care.

Pretty sure this is working as intended. The mobs agro, and the one is frozen/blinded. You feign/vanish and attack the guy that was/is frozen/blinded.

In my opinion this is an exploit. For the reasons guys like sploitx and the others stated. +Rep to you guys.
Also, just because Blizzard doesn't fix it doesn't mean it is working as intended.
You seem to be missing or ignoring the fact that this exploit has minimal impact on gameplay, thus not placing it at the top of Blizzards priority list. It would also require quite some effort to fix. They would have to go through all the mobs encountered from 1-80 and hardlink the pulls that should be engaged all at once. This is not worth the time or effort. That doesn't mean it is intentional. This takes logical thinking skills to understand, something obviously not abundant in this community.

Taken from Exploit Section Rules. The fact that mobs will unpull when aggro is dropped is a game mechanic. The fact that when things are running back you cannot regain aggro is again a game mechanic to stop kiteing. If you think this is an exploit tell me this; I have a way to solo something from a group of mobs. Pull the thing and kite it away from the other mobs until the others unpull. You aren't supposed to be able to only attack one mob ZOMG, but this is perfectly fine and not an exploit.
