I stumbled across this earlier, (Darnassus works too), but whatever i tried the game seemed intent on giving me a transformation, even over in stormwind where i eventually gave up and took the bat costume.

For Alliance, you can add the Inn at Sentinel Hill, Westfall to the list of Inns where you can be mounted.
