About 1-2 days from when you sent the forged certificate in. If they get two IDs sent in, they'll ask for a notary. Unless you have the balls to forge that...
Last night, after restoring a chargeback from blizz, I tried to login to my account and it said it was temporarily disabled. I called up blizz to see what was going on and the thing that happened was that the OO called in to report a comprimise on July 2nd. WTF?
I forged the birth ceritificate of the OO and sent it in to the account administrators at blizzard.
I was wondering how many days would I have to wait before they would unlock the account.
And what would happen if the OO sent in an ID also??
Wouldn't blizz see 2 Id's and just perma ban the account?

I see thanks ill try that.
I got my account enabled in 1 day after I sent my certificate but if you're not the OO you will proly loose this fight because one of my friends was asked to send the vanilla WoW CD key to be sure he is the real OO even after he had sent his certificate.
