Its not an exploit because you arent doing anything out of the ordinary. This is just someone finally using some common sense and paying attention to how things work. It is very old if it was an exploit it would have been fixed a long time ago.

Bob uses cables; they fail, so he gives them to Bill
Bill uses cables; they fail again, so he gives them back
can Bob use them again? or is it still on cooldown?

easily testable.. use a Potion.. trade your potions to a mate.. now trade em back to you.. are they still on CD?.. (sorry for being silly)

CD is personal.. it has nothing to do with the specific object.. only the object type..

Believe it or not some people dont make them, idk why but i have ran across just a few people who never bothered or maybe they dont got them on there self for some odd reason, maybe someday you will find that person maybe not, Mr. Pinchy does not know!

Its useless, any engineer worth his salt will have cables on him anyway.

and its VERY old. I was doing this back in blackwing lair days when some slacker hunter didnt have cables.

That just means you can switch and have, in theory, 4 pairs of cables.
