This value that you changed tells your client to wait until it has the number of packets to send to the server that you typed in there, so in this case (value of 1) it does never wait. This also means that you traffic increases because your client sends out every single packet instead of waiting until it has more than one to send.
This is also the explanation why this does work. If the client waits until it sends a packet the ping increases because of this waiting time.
