hrmm you appear to do it all correctly. I can assume that just maybe it has something to do with the patcher crashing. Just to be clear, you are running a 64-bit Windows operating system correct? Not 32-bit?

What does it say when you right click "My Computer" or "This PC" and then properties? I doubt that's the issue just covering all bases.

Also, it really seems like something is just outright stopping it from even trying to make a connection. Try disabling your antivirus/antimalware. Also, check your windows firewall's advanced settings under "outbound" rules to make sure your antivirus didn't establish some connection block against this.

Ya I didn't think that was the issue just trying to cover all bases... Really odd. Make sure you don't have some antivirus blocking your connections. Disable your antivirus, then try disabling windows firewall in-case your antivirus decided to make a rule there (re-enable if it doesn't help).
