Yup, only useable in Dead Scar, a WPE filter for it would make it work but hard to find

Changing the zone offset with CE doesnt work :/ It let's you use it, but when you chose your target, 'Only usable in Dead Scar'

I'm thinking if you sub it out the same way you can skills through wpe.
I'm just to lazy to check and as I said in the original post it has a limited use area.
