I'm looking find out how to connect to the Database of the server I'm a GM on.
I know how to connect to the database, but I would like to find out how to set up the database to allow connections from others, so I can teach the admin of the server.

When u create the password there a little box say allow other to connect click it
or if you wont some one to connect give them your pass and iner ip

I read that, didn't explain much regarding navicat.

You would have to open ports 3306 up to the internet so people with Navicat can use your database remotely but seriously, that is a HORRIBLE idea, so open to abuse dont do it.
Give you friends remote desktop access if its a Windows server.

click on "manage users" then "add user" make a username and password for them and for host put % (dont use cap)
