Explain what happened:

Jay Dizzle added me on Skype and wanted to buy 500g. He sent me a screenshot of his payment that he paid me 27$ for 500 gold, but I didn't receive any money. He decided to call to PayPal and ask them about this situation, after that he sent me this message:

So what theyre saying is that international transfers are taking a little long right now, about 2-3 hours. something about their servers are lagging. I explained our situation and they recommended that i just send you a screenshot confirming that i sent the money. does that work for you because i really have to go to work man. they said they can see that i sent the money and itll be there soon.

Of course, I thought that it could be photoshop and started suspecting that he is a scammer. We agreed that I would give him 250g like a pledge. I took this risk because 250 gold is not a big amount.
And the most interesting moment here that I found. The day before, I received the payment from unknown person in the amount of 0.01$. From this payment, I found coincidence with scammer's screenshot that they live in the same city.

Not sure why you would deliver anything when no payment was received. PayPal payments are almost always received within minutes if not instantly.

That user was previously banned multiple times for different reasons.
