Almost everyone who does the custom desktop bit uses the StarDock product line found here: http://www.stardock.com/

I personally use windowblinds and bootskin, because the others produce too much lag :/

If you google 'Windows XP themes' and click on any site that HAS themes, they usually post a variety of programs that you can use with them as well.
