When someone takes the time to get the offsets and figure out the new stuctures. Based on what those that usually do that have said, it's not happening in beta.

Someone probably has done it for themselves. Doubt someone would release it for the public because of how much work is involved in checking and maintaining the code each time the Beta gets updated. If someone has created some type of pattern recognition, sure I guess?

I guess you need to download directX to your Windows. Try from here http://fix4dll.com/d3dx9_43_dll . Then copy it to the installation folder of the application or game, or copy it into the Windows system folder and it should fix the error.
