Ok guys i feel like a noob but i downloaded the skin i wanted i was trying to do this with a friend we are 2.5k 3s atm so atlese not a noob in game but anyways are friends some of them do this we had a skype call with about 11ppl about 7 or 8 of them said to download skins from here so by time after we did some arenas n came on here there offline and i just feel like a noob i do not no where to put these files at for toon skin changing sorry for being bad at this

if by "skin" you mean something that changes your in-game look (like panels and mini map) you need to go to curse.com and download one of UI's there
if you want to change the skin of your character or something search Model Editing

And if you already have a file to change the skin place the .MPQ File in the data folder.

Ok sorry i know im bad at saying what i mean but i mean when how DL the modelediting file like undead>human or somthing like that where do i put the file

2.5k rating means shit if you can't type and read properly, it's like comparing being the best in baking cakes while while it's useless if you are an fireman... Reflection already said you need to put the file in data folder and god knows where your data folder is, we don't know where you installed wow.
