I gave up on changing the buildings and weather because that's just way out of my league atm. Hope u enjoy, it's a more fun then serious project tho.

Changing the weather isn't very hard:
col_1 -ID
col_2 - Sound played during weather
col_3 - type - 1 = rain, 2 = snow, 3 = sandstorm
col_4 - Magenta/Red
col_5 - Cyan/Blue
col_6 - Yellow
col_7 - Unknown

The thing is: getting the information out there wont help to understand the thing. Its possible to change the weather. Yes, with that DBC. But it will only change that specific weather's settings. Like ... making the snow in Dun'Morog and Alterac red. But it wont add snow to Mulgore.

Additionally: Don't just copy and set it as your own. Maybe add a simple: "from: ... " or .. "information by: .." to your post. Thanks again for shameless leeching.

Schlumpf, unless it's a MMOwned secret, would you know how to (or give me a link to a guide to) change the weather?

Its not a MMOwned-secret.. I actually dont know a way to edit weather permanentely. Just memory-side. Even if i'd knew, I'd not write a guide or whatever.
