Does this cause only the player to become the desired race, or all people of the current race to get switched, such as players and some NPCs?

i just tried a couple gnome ones, ran through BRD and when i got within loading range of the gnomes in there i got a wow crash. (Yes I tested it to be sure.)

I changed the Gnome male to a Belf m and the female to belf fem
