How To Get An Iron Boot Flask

The only requirement is that you be level 77 and have 20 Relics of Ulduar with you.

For alliance head out to Frosthold in the Storm Peaks at 28,74. Talk to Rork Sharpchin. He will offer you Ancient Relics which just requires you to turn over 10 Relics to him. (Relics can be found on your AH or drop off any mob in the Storm Peaks.) Once you complete that quest talk to him again and he will now sell you a variety of drinks. One of them being the Iron Boot Flask which is going to cost you another 10 Relics.

For horde you head out to the Grom'arsh Crash Site in the Storm Peaks at 36,49. Talk to Olut Alegut and accept Ancient Relics. Complete that and he will sell you an Iron Boot Flask for 10 Relics.
