Didn't test it :s But I guess you could.
Fyi only the inviteD account can grant levels (target has to be a lower (or same, don't know it for sure) level).

Yes but more people are creating a twink then rerolling I guess? Since everybody is leveling their dk / main atm

I DID search for any others posts.
And sorry but, there is NO post with the same information as me, there are posts with multiboxing & that shit, or a guide to RAF & lvl fastly.
But this guide is just a (!)tip(!) to make a raf account when you're making a twink, so u level fast to the level.
