The mage in the picture is The World of Warcraft Armory

Maybe you could try and catch him online and see if he could provide more information.

I think that the graphics are done with kgpanels or SunnArt

Unitframes are PitBull

Actionbars are Bartender

But how does he get it so his spells in his spell bar are circular, or icons like that?

The addon is called ButtonFacade.
