At level 40 you want to run with this build on a rogue: Talent Calculator - World of Warcraft

From there you complete the Combat Tree by picking up the talents in the following order:

    2/2 Weapon Expertise
    1/1 Adrenaline Rush
    2/3 Aggression
    5/5 Combat Potency
    1/1 Surprise Attacks

Afterwards put 5 points into Malice in the Assassination tree and your build will look like this: Talent Calculator - World of Warcraft

    From there...
    3/3 Ruthlessness
    2/2 Murder
    1/1 Relentless Strikes
    5/5 Lethality

Afterwards you can either finish off some of your points in the Combat Tree (Aggression / Vitality) or continue on in Assassination. (I'd go with Combat) Personally I found Combat levelling 1-70 a breeze although a few of my friends have told me going Sub is a lot more fun when you get Shadowstep, so who knows.

For your lock you'll want to go with any of the SL/SL builds, Talent Calculator - World of Warcraft or moving the point from mana feed into Emp Corruption, etc.
If you're not going to bother to click the +Rep button, don't say you will.

Rouge? you mean "a cosmetic used to color the cheeks"?
    It's called rogue, not rouge...

Anyways, a spec for ROGUES that is good for leveling is combat.

Sorry bud, but you're out of luck on that. Warlock PvP is only effective as SLSL, and that spec puts heavy emphasis on outlasting the opponent and making a kill with strategic CC use and what little burst you can manage.

Now, if you're really set towards burst damage in high amounts, Talent Calculator - World of Warcraft is the spec of choice. Last two points go into either Improved Healthstone or Improved Searing Pain, though I highly suggest the former. You won't survive long at all (I'm serious here, the phrase "hot knife through butter" comes to mind), but it's your only option until WotLK.

My recommendation, though, is to follow The Doctor on this. SLSL really is your best option.

Good luck, PvPing with low Resilience. It's... uncomfortable, being so squishy.

SL means Soul Link or Siphon Life, so the proper PVP spec is SL/SL (unless you're running Shadowplay).

Talent Calculator - World of Warcraft is a SL/SL spec, it picks up both Soul Link and Siphon Life.

Well, the best PvP/arena specc would be SL/Sl for WArlock i guess.. But im more a fan of Destruction!

And for rogues i would go Abit on Assas and rest combat

Sl/Sl is no longer a viable option for almost all teams, for level 80 leveling, simply go demo form, it's alright for PvP too. (Not that great, but going destruction or affliction will kill your speed..)

With your rogue, Combat is the best leveling spec.
