PayPal Limited Access

Ok here's the deal. I go and scam an asain scammer. They send the money to my unverified Canadian PayPal account. I go to spend it quickly, but right as I send it I get limited access to the account and it doesn't send. I have tried using ToR and it that doesn't seem to do anything. Any suggestions to fix this problem? +rep to any that work

Aight first off ToR is a proxy, meant to hide your real IP adress.
Second you need to stall them, otherwise they can recall the money. So stall them and when your products that you bought arrive then your fine.

They can't recall it unless they call PayPal.
