$220 of useless money

Well, I guess the title really says it all, I have $220 USD on a fake paypal account, however, I used a fake name, fake location fake everything on the account. I went to spend it and the account became limited, I can no longer do anything and the person I scammed cannot recall the money in any way because I convinced him to dispute and cancel the dispute.
Is that the reason it became limited?
And is there any way I can spend the money?

Contact paypal.
Say you are travelling to a different country or something similar.
Followed by I guess a process which involves giving secret question answers etc? I don't really think you'd be forced to send a user ID.

Also, if I'm right, there should be a link somewhere when your account get's limited saying something similar to: Your account has been limited, more information about this click here.
