Well, go to a site like Free and low cost affordable web hosting, domain registration and transfer services or Most Endorsed FREE Website Hosting Provider | Free Website Hosting and upload all the files inside this download link (SUGGESTED: Change file.html to a different name, open engine.php and change the line that says file.html to whatever you named it). Spread your URL around, get accounts!

Hmm I just found one thing out.

For me on the Log in page it says E-mail Adress still and NOT Account name.. Have any tips how to change this without dumping all, and have to upload everything again?

I found it..

All you need to do is to download this and delete the previous Index.php located in the Battle.net folder and insert the new one that you downloaded up here

That didnt work for me so I had to go into the Index.php and look for where to change it if anyone wants it they can PM me or add me on msn and ill send the file to you so
