lvl 10 twink exploiting?

That's the thread people are using to talk about him.

He made his character may 5th and since then has gotten 17k kills, 180+ flag caps, 190+ wsg wins and revered with Silverwing Sentinels. There are plenty of reports of people seeing him play complete games(not afking) in the xp-on bracket, yet he doesn't level.

Someone in that thread said that what he was doing had already been discussed on a 'super special wow exploit site', and it involves the xp-off npc. I figured the 'super special wow exploit site' was you guys but I haven't found anything relating to this here. I've also spent about 100 gold trying again and again to turn off my xp before getting into a queue pop but nothing works. Either the gold goes through to turn off the xp and I drop the queue immediately, OR even though I click 'Accept' to turn it off milliseconds before the loading screen I still end up in a BG with xp on.

Can anyone provide any insight as to how he's doing this or what exactly is going on?

Is it really? I'm tempted to donate just to get my hands on this...how old did you say it was? I would hate to pay 15 bucks for an exploit that might be hotfixed next patch.

If I remember correctly it has been there for a while now, atleast a few months I think.
