EDIT: The Gyrocopter is now fixed, but there is a new bug. The new issue is that the Admiral is no longer on the boat where the yellow "Question Mark" is on the map. The admiral is down in the Village, north of the Skyfire. The admiral is at my location on the south end of this map:

After you get the Gyrocopter quest, there is a teleport back up to the Skyfire in the village to the west of the long white bridge.

If anyone has started a new alliance level 85 recently you've noticed the first quest to open up the rest of The Jade Forest is usually bugged and a bunch of people are standing around the Helicopter wondering what to do. You're supposed to get on the mount and fly around the base destroying troops and sinking ships. But the mount doesn't ever take off, sometimes the game won't even let you sit in it at all. This is a major roadblock in testing the rest of the content as it makes leveling to 86 a much bigger pain.

The Fix:

To go around this issue jump off the West side of the Skyfire and swim to the island where all the troops are you're supposed to kill. There are something like 60 troops and 8 Harvesters. Kill them on foot with your own character. When those two criteria of the quest are completed swim South West and you'll find a portal to get back up to the Skyfire. Take that and attempt to mount the helicopter, you should be able to now and you'll be ported to the "Sink the Ships" criteria of the quest. As far as I've seen the rest of The Jade Forest works out very well to get you to 86 pretty quickly.
