Ice block/aimed shot

Ice block will be trainable in the future! Not patch 2.3. Im pretty sure that means you dont need the talent.

Also aimed shot cast time reduced by .5 seconds wooot!!!

Probably some passive ability for ice barrier *after absorbing damage your frost damage will increase by x for x seconds this effect cannot occur more than every x seconds*
a bit OP but it's probably something along those lines
