Question about how the ned Legion Transmog system works

So, my question is, lets say i cleared Naxx 40 in Tbc, and i got tier 3, but i deleted it not knowing that Transmog would be possible in Cata.
Am i gonna be able to use that in legion?
Cause i heard that everything you acquired is gonna be avaliable in the legion wardrobe, and if so can i still get it back if its on a banned account?

If you've completed the quests then you should be able to get it in legion. Else you can write to a GM and they can see you've done the quests and retrieve the set for you.

If it's drops that you deleted, no.
If it's items on a banned account, no. You need to log the char to activate.
If it's a quest reward you deleted, yes. Quest completion is logged and you get ALL visuals from the quest you completed not just the reward you chose.
If it's quest on a banned character, no. See point 2

Ah i was just curious cause i heard towelliee talking about he finally could get his tier 3 back that he deleted not knowning transmog would be a feature
