curiosity question about all the sandboxes out there

Fisrt of all a big hello from me since this is my 1st post in mmowned forums.

i hope you enjoy my stay

now to my question part

i have downloaded , installed and i am playing ( mainly exploring ) the Cataclysm in sandbox mode

I was wondering if in sandbox mode i can create npc , ( mainly vendors ) , trainers , etc etc
or i have to stick playing in various private cataclysm servers ( well i know only one )

If i cannot do this in sandbox then how can i do it?
do i have to set up a server in my place and use varius emu's?
im not asking for a step by step guide , just point me where to look for programms and i will find the rest

TO be more precise i am interested to do the following
-make the damn lvl system work
-make the talent tree work ( at least to spent the talent points since in sandbox doesnt let you)
-create vendors
-create trainers

Sandbox's are meant just for exploring, I'd would just wait for a repack to pop up somewhere... I think there is an arcemu one in the release section
