Hey kids. Know that there are people way beyond you on a technical level, who understand how these infrastructures actually work.
It's a database. It would be utterly foolish to believe Blizz didn't develop an in-house interface to review and edit any stat/flag they want for anyone they choose. Saying "Blizzard doesn't have access to this or that" when they own the technology is not credible in the slightest. They developed the game; there is no way they would've done that without developing in-house tools to manage all its aspects.
Now who has access to these tools is an entirely different matter. But if a GM logged into your characters, it's because he chose to (and probably because he was bad at his job), not because he had no choice. Anyone with an IT background knows it would be a horrible, horrible design flaw not to have tools to manage such a humongous server-side infrastructure.

An easy way to understand this is to look at a private server database. It's all stored there in an easy to change format. All you have to do is look up the character and change what you need. Such as, position in the world, experience, level, stats, achievements, and so on. It's all in there. You can check this if you really wanted to. There is an entire section to hosting your own servers, up to, and including database management. This about it, all of your characters' statistics have to be saved somewhere, don't they?
No joke, when I was leveling my warlock in Cata, Pre-Patch to MoP, a GM logged onto my account at the same time I was playing to resolve an issue. The issue being the TotFW achievement Four Play not being properly granted after successfully completing it. He first asked me if I was available to chat, then proceeded to ask what my issue was. After I told him he told me to give him a moment while he accessed my account. Shortly after, I see my toon log on in the guild and appear right in front of me, floating without a mount. He /waved, and the achievement was granted.
That said, GM's will access an account, banned or not, to resolve an issue in whatever way is convenient for them. Yes, they do have databases, and they can alter things without even logging in the game. The topic of this thread may work, but it's really dependent on who you speak with and what privileges they have.

Ive had a GM log into my account whenever i bought 5k mount i couldnt use back in the day,,,,
Trust me they are able to do that.

Let me share a story how a GM logged on my account WHILE I WAS ONLINE.
Once I had a bug with queuing for anything. I just couldnt queue for anything with my hunter.
So the GM logged on my character with the bug while I was online.

Ofcourse you can say, thats a momento from some random person, but you can the my characters in the second picture and how he did logged on my hunter while I was online.

On the topic, I tried what the OP suggested, but didnt worked.
Accidentally passed the team leadership to my longtime banned scarab lord, and ticketed, but the GM just gave it to me again, without logging the character itself, indeed :<
GMs DO log at your char for all different kinds of reasons. I was ticketing about Zandalari reputation. I was just asking why I cannot increase it, not knowing it was because of the Zandalari patch.Attachment 15002
